President and Chief Executive Officer
Bill McCarthy grew up in North Palm Beach and Palm Beach Gardens, Florida, graduating from Palm Beach Gardens High School. In 1976, Bill graduated from the University of Florida where he majored in History and Political Science, was part of the first graduating class of the UF Naval ROTC unit and was commissioned as a U.S. Naval Officer. Entering the Navy as a Surface Warfare Officer, Bill served as Navigator, Combat Information Center Officer and Damage Control Officer on the USS Bausell and the USS Truett. Following these shipboard tours of duty he was assigned as the Assistant Operations Officer at the U.S. Naval Station, Roosevelt Roads, Puerto Rico. From this assignment, Bill was approved for transition from being a “Line” officer and made a conversion to “Staff” officer as a part of the Navy Supply Corps. In this staff corps specialty, Bill was assigned to facilities and logistics, comptroller/finance, supply management, defense fuels management, diplomatic/attaché and base command positions serving on another three warships (USS David R. Ray, USS Ajax and USS Antietam), four major base commands (Commander, Naval Surface Forces, Pacific, Naval Education and Training Center, Newport, RI, U.S. Naval Base, Guantanamo Bay, Cuba and the Naval Training Center, Orlando, FL) and the American Embassy, Nairobi, Kenya.
Bill served the Navy with distinction earning numerous personal awards and medals, including the Defense Meritorious Service Medal, the Navy Meritorious Service Medal (four awards), the Navy Commendation Medal (Two awards) and the Navy Achievement Medal. He received numerous unit awards for national defense, sea service, service during crisis operations such as Kuwait Liberation (Desert Storm), Cuban Migrant Operations at Guantanamo Bay, Evacuation Operations from Chad and Somalia during his Kenya assignment and various Humanitarian Service/Rescue Operations. Bill retired from the Navy in 1998 at the rank of Commander, having served on active duty for 22 years. In addition to graduating from UF, Bill earned a Master’s Degree in Education (M. Ed) from Providence College in Providence, RI, a Master’s Degree in Business Administration (MBA) from Webster University, Saint Louis, Missouri, and the Defense Comptroller Sub-Specialty designation from the U.S. Naval Postgraduate School in Monterey, California.
After leaving active duty, Bill accepted a position as the first Vice President of the Hospice of the Comforter in Altamonte Springs, Florida. He served there until 2000 when he accepted a position and continues to serve as the President and CEO of Coastal Health Systems of Brevard (Coastal Ambulance Services). Bill is a Rotarian with the Rotary Club of Cocoa, where he has served as a Director, Secretary, President-Elect and Club President. Bill is a 2001 graduate of Leadership Brevard, and he currently serves as a board member on the Jess Parrish Medical Foundation, the Brevard Civilian-Military Community Foundation and the Rotary Club of Cocoa where he is scheduled to be the Club President for a second time during 2014-2015. He is also a member of the Space Coast Tiger Bay Club, the Retired Officers Association, the U.S Naval Institute and the company he leads is active in the local Chamber of Commerce and has twice been honored as a recipient of the Better Business Councils Better Business Award. Bill has also served on the Astronaut High School Advisory Committee, as a board member of the Central Florida Boys & Girls Clubs and he is active in the American Ambulance Association where he currently serves as a member of the Government Affairs Committee and the Regulatory Sub-committee. In addition, under his leadership, Coastal has been recognized as an Outstanding Business Partner of the Brevard Achievement Center, two-time winner of the City of Rockledge Beautification Award, a 1st place winner of the countywide “Building a More Beautiful Brevard Award” for maintenance landscaping, the American Ambulance Association’s President’s Award and his organization is one of only ten ambulance services statewide to earn national accreditation from the Commission on Accreditation of Ambulance Services, considered the “gold standard” in ambulance service providers accreditation.
Management Team
Coastal has been providing exceptional health care to the community since 1988, and a good part of Coastal’s management staff has been on board since its founding year. The average employment length of our senior management staff is 19 years, which is a lot of combined experience/skills in the ambulance industry. We understand and know the business, the community, its healthcare partners and its patients.

Coastal operates under a Certificate of Public Convenience and Necessity (COPCN) approved by the Brevard County Board of Commissioners. Our COPCN is complimented by a contractual franchise agreement that specifies response times, requires regular reports to our Contract Manager, (Director, Brevard County Fire Rescue) and, mandates our mutual aid responsibilities for regular operations as well as disaster response.
